
India's Army Wants Coders and Hackers to Wear Uniform, Not Just Boots

In a covert move, New Delhi has started to blur the lines between civilian tech talent and battlefields. The defence ministry officials have been discussing a move to embed specialists in artificial intelligence, cyber security and information warfare directly into the Territorial Army, the country's 44,400-strong reserve force that has always been the province of citizens prepared to train a few weeks a year and who have their day jobs. The concept in its nascent stage is to allow coders, data scientists, and network defenders to be able to go to the game without the traditional rigmarole of years of drill-square membership, but instead as junior members or by way of honorary membership, based on technical merit rather than drill-square.
It's a small administrative adjustment on the books. It's essentially a concession that the nature of war has evolved faster than the institutions in place to deal with it, and that India's army has no ability to outsource software talent when it suits them.
It was laid down in secret. The Territorial Army Innovation Cell established in October 2024 also operates an annual hackathon and internship programme to get young technologists in the military technical units. Next month, there'll be a national-level hackathon, with sections dedicated to bug hunting, creating AI security systems, and digital content creation a space that's more on the digital content information warfare side than in the traditional software engineering realm, and points to some of the ways the ministry is thinking about its thinking. Senior officers in the Army separately expressed intent to recruit domain experts in cyber warfare, information technology and information operations as regular officers/soldiers, and to appoint post-graduate qualifications for officer track personnel and graduation level technical training for other ranks to be attached to specialised formations on a permanent basis. Last year a small technical group had already been recruited into the Territorial Army and by the Army's own admission, they had done a good job of it and are now being scaled up.
It's not a coincidence. The digital economy is an asset as well as a liability for India. The nation is handling more than 15 billion UPI transactions each month, the first cloud adoption programme of its kind in the world and is rolling out key infrastructure on the networked systems, including power grids, ports, railways and banking rails, faster than most countries can. That growth has ramped up the attack surface at the same time. Recently, Indian emergency-response teams have registered cyber incidents exceeding a million in just one year, and industry surveys indicate that over 80% of the Indian organisations suffered a cyber attack sometime last year, while approximately half of them reported 10 or more attacks. Banking and finance, hack-and-leak, the supply-chain compromise and deepfakes are no longer fringe threats, but the norm that companies and state face.
That anxiety is reflected in the money. Most estimates put the size of India's cybersecurity market at about six and a half billion dollars this year, and India is expected to see it exceed the global market in five years by compounded yearly growth rates of fifteen percent or more. As companies scramble to get compliant with the Digital Personal Data Protection Act, end-user spending on information security in the country will reach nearly 3.4 billion dollars in 2026, up by nearly twelve per cent from last year, on the back of security software and managed services, says Gartner. Equally, global defence-cyber spending is on track to more than triple over the next ten years, as a lesson has been learned: hardware dominance is not enough if command networks and logistics can be subtly undermined from a keyboard.
In that light, it is not an innovation but a catch-up manoeuvre by India. The American military has been evolving an information-warfare and cyber community for years, with dedicated tracks for officers and joint task forces that combine electronic warfare, psychological operations and offensive cyber. Israel is renowned for its technology industry, which has taken to recruiting teenagers to join its intelligence and signals units for their ability to code, not shoot. China has developed a whole Strategic Support Force to combine the three major domains cyber, space and electronic warfare and openly considers information dominance as a prerequisite for any future war. Pakistan, which has been India's closest worry, has been steadily building its cyber and psychological operations prowess against the Indian digital community, combining social media manipulation with network intrusion, especially during times of increased border tensions. In the face of these examples, it would seem as though a hackathon and honorary commissions are a good start but not a doctrine at all they are good, but small potatoes compared to those who have spent a decade institutionalising the same idea.
The tricky part is not recruitment, it is retention. Mere academic achievements are enough to secure lucrative private-sector jobs for bright graduates who can develop AI-powered intrusion detection systems or execute complex information operations the Indian talent gap in cybersecurity is one of the greatest limitations to the market's expansion. The Territorial Army route is something that’s missing from the private employers: the proximity to real, challenging problems, the access to the operational environment of classified areas, and the feeling that there is a national purpose and a service to be performed beyond the payslip. Whether that appeal will be sufficient to create a symbolic bench of reservists that can be summoned when a crisis occurs, or a dedicated pool of suitably trained personnel that can be called up on the spur of a crisis, will rely on whether the ministry takes the development of training pipelines, career progression and eventual integration with the newer cyber and space commands of the Army seriously.
The debate itself is a step towards the changed thinking of New Delhi in the field of national security. War is no longer limited to the land that can be secured by soldiers and tanks, but is protracted through servers, social media feeds and supply chains most soldiers never confront and most technologists never encounter in battle.
