Europe's Biggest Reactor Was Fixed This Week. It Still Can't Be Switched On.

The most telling line to emerge from Vienna on Friday was not the one revealing that engineers are "finished mending a critical power line at the Zaporizhzhia nuclear plant. The quiet admission that followed: the line does work but it can't be turned on yet. But after several months of negotiations, the 750-kilovolt Dniprovska line has been mended, following mine-clearing on the other side of the Dnipro River, and repair work on the tall pylons, which had been carried out under the cover of a localised truce, only to find that the substation it connects to, over 100 kilometres to the north-west, was wrecked in late May and will not be repaired soon. That is, a mended artery, that is, a collapsed heart.


That's the situation Europe's biggest nuclear plant is in, now that it's nearing its fourth anniversary of the war. Six reactors, none of them generating a single watt for anyone's power grid, but all of them requiring a constant external flow of electricity to circulate cooling water over the hot fuel. Take that away and the plant is left with diesel generators, which were not designed to provide 24/7 support for a nuclear plant. The agency that oversees all of this has now been making the rounds for six ceasefires just to allow technicians to fix the cables, and it called this one the most difficult to date, as drones were buzzing overhead and the sound of gunfire was within earshot. Both governments co-operated for the work to be completed. Then, the shooting started again.


Pausing is not for engineering. It is what the engineering exposes. Once supplying a fifth of the electricity consumed in Ukraine, and housed in a nuclear power plant that generated half the nation's electricity, a facility exists now with a single drip-feed, held up by truces that run for hours. The plant prior to the invasion had four high-voltage 750-kV lines and six 330-kV backup lines. Today it survives on one primary and a tenuous secondary line and those too go black with any strike at a substation forty, sixty, a hundred kilometres away. The agency's own tally makes its point loud and clear. Since 2022, the plant has undergone nineteen full outages of out-of-plant power, and the time between outages has not been increasing but decreasing.

That's where the big lesson lies and it's one energy-hungry countries far from the front line should read carefully. It's no longer really a question of who shells whom when it comes to this plant. It's now a battle for an economic resource, and the economics are harsh. Engineers studying the site think that Russia's presence may have caused so much damage that it will take years and billions of dollars to restore it to its normal mode of operation. They cite leaks in the steam generators and boric acid crystallising in sensitive pipework when cooling water flows too slowly and too cold, and the possibility that reactor buildings have shifted. Half of the units are reported to have leaked in the generator. All this cannot be properly inspected while the place is located behind a frontline.


The cooling issue alone should raise eyebrows over plans to dust this reactor off and just start it up again. The reservoir which fed it was destroyed in 2023 when the Kakhovka dam was blown, and the plant is now barely surviving with eleven wells of ground water while the cooling pond has decreased by over fifteen per cent. The Ukrainian experts have explicitly stated that the water available could only run one reactor, maybe two, but certainly not all six. According to Ukraine's own nuclear folks, it would take two or three years just to get a true feel for the actual state of the equipment and another three years to get it ready to go again – if the war ever ended and the lands were turned over. The generation gap would be a gap of about 4GW (the equivalent of 4 of these reactors) hanging over the country while installing the new ones would take 5-7 years.


But Moscow seems to be acting as if the restart is a foregone conclusion. Its nuclear regulator already has 10 year operating licences for two of the units and will aim to issue the other four by the end of this year, aiming for full reactivation under Russian rules as early as 2027. Russia intends to connect the power plant to its power grid and operate it via a state nuclear champion. The very notion is reckless, Ukraine's operator warns, as the unit will court catastrophe if it is powered up in these conditions. In this impasse has come a third party, and it is Washington that has raised the idea of a joint and even three-way administration of the site, under an American chief manager, one of twenty items in the general peace proposals to end the war. In short, the plant has ceased being a power station and has become a bargaining chip, a piece on the board to be traded, leveraged or held hostage at the whim of the week's leverage.


It is this component that should worry the Delhi, Jakarta, Lagos or Brasília watchers as much as any European capital. What is being quietly undermined at Zaporizhzhia is the concept that there is such thing as a piece of infrastructure that is not affected by the usual rules of war and dealmaking, be it because it is believed to have no military value, or because it is deemed too sensitive to be targeted. When that concept starts to break down in Ukraine, it breaks down everywhere. A world where one of its biggest reactors is open to being used as a negotiating chip is a world that has said that the key energy resources are fair game. That is no abstract concern for developing economies that are scramble racing to construct nuclear and other heavy power plants to power their growth. It's a clear message that systems they're risking their futures on have much less protection than the treaties indicate.


There's an older truth here, and a truth that's not often remembered in the rush to read every crisis as a pure military or moral story: it's economics that determines the geopolitics, not vice-versa. The reactors at Zaporizhzhia are desirable not because either side relishes the symbolism, but because five and a half gigawatts of generating muscle is a strategic prize: a lever over a nation's industrial back-bone and its leverage at any negotiating table. To whomever reliable baseload belongeth a lot else. That is why the energy mix of a country is never only a technical question, but always a question of sovereignty. The reliance of other countries on third countries for fuel, grid technology or power security will be invoked sooner or later. States that invest in creating true resilience in their power systems, diversifying their sources, developing their own capabilities, and making their systems more resilient to being targeted will be best positioned to succeed in a fragmenting, multipolar world.

Not that that makes the immediate danger any less real. This week the agency's teams said the problem isn't limited to one location. Eleven drones were detected in the vicinity of the South Ukraine plant, some just three and a half kilometres away, and gunfire was heard by the inspectors at the plant. A total of 10 drones were recorded over a week around Chornobyl, and the three small fires that appeared in the exclusion zone were due to the drones falling out of the sky. That's the new normal to nuclear facilities in a war that has had no desire to spare them. The watchdog has been sounding the same warning over and over again that blowing up the electrical backbone on which these plants depend again is creating significant safety and security issues euphemisms for the fact that the margin for error between a manageable crisis and one that is not is too narrow.


So the line is set, and the world breathes out for a split second and the headline writes itself as a little good news. But the depths are more difficult. When the guardrails are off, the politics of energy looks much like this: a reactor that can't be turned on, reliant on day-to-day truces, hyped by an occupying power, ridiculed by its rightful owner, a future that's being negotiated thousands of kilometres away. This fixed cable is progress! It's also a reminder of just how little has been accomplished, and how much every nation that uses electricity every nation is on the line with the answer.
