Goa 2027: AAP-GFP Rift Opens the Real Battle for the Anti-BJP Vote

The opposition is now beginning to exhibit one of Goa's most familiar pastimes one party clashing with another over who will bring them together in the run-up to the 2027 Assembly elections.


AAP has issued a public call for Goa Forward Party chief Vijai Sardesai to state his stance, only a few weeks after the Aam Aadmi Party and the Goa Forward Party formed their “Goa First” alliance. AAP has charge-sheeted an attempt to chip away at the new union, while alleging that the BJP and Congress are working as a “political joint venture” in Goa. Significantly, Sardesai had already allowed for a political realignment if the Goans wanted it, by stating his party was ready for one.


In the latestGFP camp response it becomes a more important ambiguity. GFP leader Durgadas Kamat has said that Sardesai is paying attention to the public opinion and is ready to create a larger alliance, which will become clearer after Pitru Paksha. Congress is also trying to get clarity from GFP, and they are also keeping alive the prospect of opposition consolidation.


It's not just two smaller squabbling factions. It's the first real debate on the anti-BJP vote in Goa's architecture.


That's where the arithmetic comes in.


The BJP took 20 of the 40 seats in Goa Assembly in 2022 with about 33.3 per cent of the votes. Congress picked up 11 seats with 23.5 per cent. AAP polled 6.8 per cent and won two seats as GFP, who contested just three constituencies as a Congress ally, won one seat. Revolutionary Goans polled almost 10 per cent, while Trinamool Congress rallied with over 5 per cent of the turnout.Revolutionary Goans polled almost 10 per cent, MGP 7.6 per cent and Trinamool Congress more than 5 per cent of the voters.


That disarticulated outcome encapsulates the main tenet of Goa politics. The party doesn't have to get 50 per cent of the statewide vote to control the Assembly. In a multi-cornered race, the percentages of votes, by county, may be more significant than the statewide percentage.


That is why AAP is pushing for “Goa First” to become an alternative to both BJP and Congress and that is why Sardesai has to think about how a broader opposition coalition can enable GFP to have more influence. Congress, on the other hand, cannot afford to cede the anti-BJP space to AAP. Both sides wish for unity among the opposition, but in hopes that the unity will remain on their terms and conditions.


When put into perspective on the pages of history, the conflict becomes even more palpable.


BJP became the largest party in 2017 from Congress with 13 seats, but BJP formed government with regional partners including GFP. A total of 10 Congress MLAs joined the BJP through a merger of Congress and BJP in 2019. Eight members of Congress, who formed the 11-member party after the 2022 polls, later joined the BJP.In the aftermath of the 2022 election, eight of the 11 MLAs joined the BJP.


All of that history has solidified defections and made it more than just a talking point of a campaign. The choice of candidates, post-election loyalty and the staying power of alliances may be as significant as manifestos to voters.


The Goa 2027 cannot be limited to the political defections.


The state is too valuable to be overlooked for its economic value.The state, despite its size, has economic value. The estimated GSDP for Goa in 2026-27 is around ₹1.31 lakh crore with the state government forecasting per-capita GSDP of around ₹8.18 lakh, one of the highest in India. Tourism is still a major economy driver – Goa recorded approximately 10.8 million tourist arrivals in 2025, tourism contributes more than 16 per cent of GSDP, and provides employment to about 35 per cent of the workforce. The two largest contributors to economic output are manufacturing and services.


But the financial news isn't quite as rosy as the economic figures. For 2026-27, Goa is planning to spend ₹28,061 crore on its revenue receipts (excluding borrowings) and ₹23,639 crore on its revenue expenditure (excluding debt repayment). The fiscal deficit would be ₹4,422 crore or 3.4 per cent of GSDP and the outstanding liabilities are expected to go up to 29.3 per cent of GSDP. Going ahead, PRS has pointed out that Goa's capital-expenditure remains a big issue, as it has not managed to spend the allocated capital budgets in the fiscal years 2021-22 to 2024-25 due to the difference between the allotment and spending.


The significance of these numbers cannot be underestimated when it comes to jobs, infrastructure, tourism quality, land and construction, public finances, mining, urban pressure and the cost of Goa's development model, will be much greater at polling time than alliance slogans.


Stability is very important in a state that is heavily reliant on the tourism, hospitality, real estate, pharmaceuticals, manufacturing and investment in infrastructure sectors of business. A split verdict with defections or extended coalition negotiations changes the investment climate from a stable government with a clear policy agenda.


The BJP's strength lies in its organization: it has to come on board as the party in power, who has been able to deal with Goa's fractured politics. Congress has a strong electoral support base, but has to deal with issues of repeated defections. AAP would like to make a third pole from both of them.AAP would like to make a third pole from both of them. The strength of GFP is all the other way round; it can prove to be more significant because the Assembly in Goa is so small and margins of victory can be close.


Hence Sardesai's eventual decision becomes crucial.


Goa First can try to establish a distinguishable third front if GFP remains grounded with AAP. The election may become more bipolar if GFP goes towards a Congress inclusive grand alliance. But if negotiations do not succeed and the opposition is once again split, the BJP could not lose a majority by losing a majority of the Goan population.
