The Bharatiya Janata Party finally named faces in the reshuffle they had been hinting at for a week, and the list that came out on Monday speaks for itself, even without any line of analysis. The party's youngest ever national president, Nitin Nabin, 46, has formed a 64-member central team that will be all about two things that BJP has spoken about since he assumed office in January youth and women. Along with the 13 national vice presidents, eight general secretaries, 16 national secretaries, a treasurer and a long tail of battle-tested morcha chiefs, coordinators and spokespeople, the mix of faces is deliberately generational, of old seasoned organisers and of those still just a few years into public life.

Even though their positions have changed, the names are known even as headlines. The two-time chief minister of Rajasthan, Vasundhara Raje Scindia, who has been on the party's periphery for years, is back as a national vice president, and so is Ram Madhav, former BJP general secretary who helped develop the party's northeastern and Jammu and Kashmir agenda before leaving in 2020. D. Purandeshwari, Baijayant Jay Panda, Tirath Singh Rawat and Rekha Verma complete the four vice-presidents, with newer names like Manpreet Singh Badal and Tariq Mansoor, a former vice-chancellor of Aligarh Muslim University, marking the party's ongoing efforts to reach out to the Muslim community. The RSS organisational backbone remains intact with B.L. Santhosh continuing as the general secretary (organisation), which answers directly to the leadership of the RSS.

The reshuffle hurts the most at the general secretary slate. Smriti Irani's return for the first time since the loss of her Amethi seat in 2024 will be interpreted as a sort of rehabilitation for her in political parlance. She is joined by former Tripura Chief Minister Biplab Kumar Deb, Vinod Tawde, Sunil Bansal and Satish Poonia, among others, who are Gajendra Patel, Harish Dwivedi and Sanjay Bhatia. Union Minister for Commerce and Industry Piyush Goyal, who is guiding India's tariff talks with Washington, and continuing free trade agreement negotiations with the EU, will assume the national treasurer role as the election-year fundraising rounds start to prepare for the role of Uttar Pradesh and Punjab assembly races in 2027.

Similarly, who has been cut. There have been the dismissals of Arun Singh, Dushyant Kumar Gautam and Radha Mohan Das Agarwal, the party's general secretary of social media and IT cells for almost a decade, and notably, Amit Malviya. The head of the Yuva Morcha is replaced by Hemang Joshi from Gujarat, that of Mahila Morcha is replaced by Roop Kumari Choudhary from Uttar Pradesh and the charge of both the OBC and minority morchas is taken over by Amarpal Maurya and Kunwar Basit Ali respectively from Uttar Pradesh. Women make up about one-fifth of the new list, which was below the 33 per cent quota for women that was hinted at in briefings leading up to the list's announcement, but it is a significant increase from the outgoing list.

All this is taking place in a context. The reshuffle comes after the party failed to come up with an explanation for the defeat of the Bankipur assembly bypoll in Patna where BJP had a 30-year hold and Nabin had to vacate the seat when he became party chief. It has thus prompted an internal examination of the declining urban support for the party, and student rallies against alleged irregularities in the NEET-UG examination that eventually drove Dharmendra Pradhan out of the education minister's chair have placed additional pressure on the party to look youthful before voters, even in the eyes of its own youth. It also coincided with a wider coordination process between the RSS and BJP, with several RSS leaders informed about the process saying multiple meetings between RSS functionaries and RSS central leaders helped them finalise the list and thus the new team could coordinate with Nabin and not around him.

It is worth commenting on the economic subtext. Piyush Goyal's appointment as treasurer comes as a welcome relief for the Indian government's merchandise exports which are struggling with fresh challenges from the United States' tariff actions, and also as one of the most influential economic deal-makers in the BJP, in charge of the purse strings. That is a strange mix of party money and trade diplomacy, even for India, and will be investigated by opposition benches when Parliament resumes. The states where the new team will be put to the test first, Uttar Pradesh, Punjab, Goa, Uttarakhand and Manipur, together have a disproportionately large population in the country and a significant portion of the country's gross domestic product: Uttar Pradesh alone accounts for nearly 8-9 per cent of the nation's GDP. The impact of any organisational error in these circumstances is as serious as a political one – as state election cycles regularly postpone announcements of reform and capital expenditure decisions made in New Delhi.

What the new list basically is saying is that the party is making an effort to do two seemingly incompatible things at once: give its traditional supporters the feeling that nothing has changed since 2014 since Santhosh and older veterans such as Raje and Madhav are all back on the ticket; and demonstrate to the younger, more restive electorate that it is not turning into a fifty-something organisation. Until Uttar Pradesh goes to the polls, it will not be clear if that balancing act is reflected in the elections or not, but the fact that Uttar Pradesh's top leadership, Nabin, decided to make his first big move an organisational one, instead of waiting for a reshuffle of the cabinet, indicates that he will run the party machine on his own terms from the beginning.
